SHORT DESCRIPTION OF TRADE UNION FEDERATION OF THE EMPLOYEES IN THE MINISTRY OF INTERIORTrade Union Federation of the Employees in the Ministry of Interior /TUFEMI/ is the biggest trade union in MoI.
TUFEMIs members are police officers, firefighters, lifeguards, teachers at the Police Academy etc. Currently TUFEMI has more than 7,000 members who are employees in the MoI and the Federation officially represents approximately 15% of the total number of employees in all areas of activity of the Ministry.
The main objective of TUFEMI is defending and protecting the fundamental socio-economic and professional rights of its members in employment, labour relations and work, social security and health insurance, occupational safety, ensuring a high standard of living and is defending the rights for decent work and dignified life to its members.
TUFEMI is standing against to the deficit of social dialogue, corruption and indifference of the state of the system of internal security in the country.
TUFEMI was established in February 2009, shortly after police spontaneous protests since the end of 2008.
The Federation is a member of European Police Union together with other police trade unions from EU, EU candidate countries and countries from former Soviet Union.
TUFEMI is the most active trade union at national level. For the 4 years of its establishment succeeded to change 2 times the Law for MoI and more than 15 instructions connected with the employees responsibilities and duties.
After TUFEMIs proposal a text in Law for the MoI regarding which the General Direction Criminal Police had to conduct a methodological guidance and to control the pre-trial investigation and the work of the investigating police officers were removed. Obvious errors and gaps in the amendments to the Law for the MoI were corrected.
TUFEMI opposed to indirect discrimination in Law for the MoI, by approaching the Ombudsman of the Republic of Bulgaria, the European Commission and the Commission for Protection against
Discrimination and after its 2 years fight now the discrimination legalized by the Law about the payment for work in the weekends and holidays, work at night and time of disposal was eliminated.
The Federation managed to stop the plan for development of the goal management system by individual goal setting, which was injurious and the system for monitoring of personal and professional life which was discriminated and against all EU conventions for basic human rights.
TUFEMI was a partner in international project "The right to collective bargaining for public safety workers", which is realized with the other partners - Niezależny Samorządny Związek Zawodowy Policjantów (NSZZP) from Poland and Сonfederación Española de Policía (CEP) from Spain. The applicant of the project was the Romanian police trade union SNPPC. The purpose of the project was to increase the knowledge of the trade union federations' members about the problems of collective agreement and compared the level of collective labour agreement and social dialogue in Romania, Bulgaria, Poland and Spain.
Now TUFEMI is beneficiary organization by two projects.
First is titled "Social dialogue: the most important tool for socially responsible reforms in Security Sector" aiming to raise the expertise of project partners in conducting of social dialogue and participation of social partners in reforms of Security Sector at national, international and European level. The project partners are ACP Politie Vakbond from the Netherlands and Police Union of Serbia.
Second is "Decent work greatest challenge: occupational stress" is aiming to establish system for sustainable reduction of occupational stress among police officers.
TUFEMI is also partner in the project: "The role of active ageing in police officers' professional life" with beneficiary organization Confederacion Espanola de Policia and partners Niezalezny Samorzadny Zwiazek Zawodowy Policjantow(Poland), and Sindicatul National al Politistilor si Personalului Contractual (Civil) din Ministerul Administratiei si Internelor (Romania).
The Federation is very good situated and accepted at national and international level and is a stackeholder which is participating in policy and decisión – making.
